1. Pre-study phase, including Request for Proposal (RFP) process

In a pre-study phase most companies starts from scratch creating a list of requirements for a new initiative either in a spreadsheet or text editor. Consultants are often hired to document as-is and to-be which takes time and is often very costly. Then multiple Vendors are asked to respond to Request for Proposal (RFP). In essence, the requirements specification and development work are often detached and based on outdated input from the Business and IT Management priorities.
